The bottom line: Mike Burns owns no assets... at least, none in his own name. Not even the car he drives is titled to him, to judge by this report.
A man who sells tangible goods for a living, owns none himself. Odd.
Apparently, he is, so to speak: lien-proof. That might explain why there are no liens.
